MANILA, Philippines — Strengthening the link between academic research and national education policy, the Research Institute for Teacher Quality (RITQ), with the support of the Philippine Normal University – Research Management Office (PNU-RMO) participated in the 7th South Manila Educational Consortium (SMEC) Research Congress held last February 21-22, 2025, at the Philippine Christian University (PCU), Manila.

The congress, centered on the theme “Transforming Education and Research towards a Sustainable Tomorrow,” gathered scholars and practitioners to discuss innovative solutions for the future of Philippine education. Research analysts Joanna Marie C. Rodil and Vincent Reuben E. Valientes represented RITQ to share critical findings and policy recommendations from the Institute’s recent collaborative projects.

Ms. Rodil presented the School Organizational Structure and Staffing Standards (SOSSS) study, which examined the structural and staffing challenges across 16 diverse schools in Region IV-A, revealing issues such as unclear organizational roles, staffing imbalances resulting in shortages and surpluses, and inadequate resources for specialized curricula. The presentation also included recommendations about a comprehensive reorganization of school typologies, revising staffing standards, enhancing teacher professional development, and formulating strategic governance plans to improve the hiring process and address the unique needs of various educational contexts.

On the other hand, Mr. Valientes shared a presentation on the Collaborative Expertise Session (CES) for teachers, part of the Institute’s unpublished research report on the formative process evaluation of the Revised K to 10 Curriculum pilot implementation. The presentation highlighted how teachers and school heads from the pilot schools used CES to mitigate curriculum implementation challenges and as a best practice. The presentation also highlighted the development of a process guide, sample resources for professional development activities, and strategies for documenting CES practices. The presentation ends with a hope to continue with the research, develop equitable policies, and craft flexible learning resources for teachers and school heads.

Beyond the data, the event served as a vital avenue for RITQ to engage with the broader educational community and reflect on the impact of collaborative inquiry. As RITQ continues its mission of evidence-based teacher quality reform, the insights shared at the 7th SMEC Research Congress will help inform future initiatives aimed at supporting those at the heart of our education system. (RITQ Communications)
