RITQ led the fourth development writeshop on reframing the pre-service teacher education curriculum last 18-20 June 2025 at Hotel Benilde Maison De La Salle, Malate, Manila.

Workshop participants from various clusters of the Commission on Higher Education (CHED) Technical Panel for Teacher Education, Teacher Education Council (TEC) Secretariat, and CHED Office of Programs and Standards Development

The event brought together members of the different clusters of the Commission on Higher Education – Technical Panel for Teacher Education (CHED-TPTE) and education experts from various teacher education institutions (TEIs) across the country who helped refine and validate the draft syllabus guides of their assigned Professional Education (ProfEd) courses.

Dr. Joy Hardy, Deputy Director of the University of New England’s SiMERR National Centre in Australia, joined the sessions virtually to lead the activities on curriculum mapping, partial alignment, the 5Ps of Acceptable Partial Alignment (Processes, Procedures, Products, Particularities, and Purposes), and Inter-Coder Rating.

Adding further insight to the discussions, Dr. Darryl Roy T. Montebon of the Philippine Normal University (PNU) shared initial findings from the Research Initiatives for Teacher Education (RITE) project. His presentation on the development of experiential learning models helped shape the proposed learning activities that will be incorporated into the syllabus guides.

The rest of the workshop was devoted to presenting and critiquing the draft syllabus guides. Highlights include:

  • Theories and Approaches in Literacy Education
    Presented by Dr. Marie Grace Reoperez (CHED-TPTE for Graduate Teacher Education), developed with her team from UP Diliman.

  • Principles and Practices for Homeroom Guidance
    Led by Dr. Nelson G. Agoyaoy (CHED-TPTE for Secondary Education) in cooperation with Dr. Marie Grace Gomez (UP Diliman) and Prof. Marie Chiela Malcampo (PNU).

  • Foundations of Teaching and Learning
    Initiated by Dr. Jestoni P. Babia (TEC Zonal Representative for Visayas) with experts from Cebu Normal University and the University of San Carlos; presented by Dr. Remedios Bacus.

  • Teacher as a Person and as a Professional
    Led by Dr. Edizon A. Fermin (CHED-TPTE for Graduate Teacher Education), in collaboration with Dr. Brenda Corpuz (CHED-TPTE for Secondary Education), Dr. Emma Melgarejo (CHED-TPTE for Technical, Vocational, and Alternative Education), and experts from the National Teachers College; presented by Dr. Paolo Josef Blando.

  • Human Growth and Development
    Developed by Dr. Trixie Marie J. Sison and Prof. April Easter U. Macan (both representing the CHED-TPTE for Early Childhood, Elementary, and Special Needs Education), with presentation by Dr. Ryan Noleal (Miriam College).

  • Learner Assessment
    A collaborative effort led by Dr. Filomena T. Dayagbil (CHED-TPTE for Secondary Education), Dr. Felina P. Espique (CHED-TPTE for Early Childhood Education), Dr. Levi E. Elipane (CHED-TPTE for Secondary Education), and Dr. Luis M. Sorolla, Jr. (CHED-TPTE for Technical, Vocational, and Alternative Education), with contributions from Cebu Normal University, Saint Louis University, and the Center for Educational Measurement; presented by Dr. Helen Boholano.

  • Learner-Centered Teaching
    Led by Dr. Ma. Asuncion Christine V. Dequilla (CHED-TPTE for Elementary Education), Dr. Sheryl Lyn C. Monterola (CHED-TPTE for Secondary Education), Dr. Rey B. Ducay (CHED-TPTE for Technical, Vocational, abd Alternative Education), and Dr. Thomas Edison Dela Cruz (TEC Science Teachers’ Representative), with experts from West Visayas State University and PNU; presented by Dr. Monterola.

  • Foundations of Special and Inclusive Education
    Facilitated by Dr. Marie Angeline P. Bustos, Dr. Frances Olivia Magtoto, and Dr. Lourdes Bernadette Sumpaico-Tanchanco (all representing the CHED-TPTE for Special Needs Education), with experts from UP Diliman.

  • Teaching Internship
    A collaborative effort led by Dr. Lordinio A. Vergara (CHED-TPTE for Secondary Education), Dr. Marilyn U. Soliman (CHED-TPTE for Technical, Vocational, and Alternative Education), and Mr. Ivan Ray G. Ancero (CHED-TPTE for Technical, Vocational, and Alternative Education), with experts from Nueva Ecija University of Science and Technology, West Visayas State University, Technological University of the Philippines – Taguig, and PNU; presented by RITQ Director Dr. Brando C. Palomar.

At the end of the writeshop, RITQ committed to consolidating the validated syllabus guides into a compendium, which will be reviewed by the CHED-TPTE and the writing teams. The Teacher Education Council (TEC) targets to release the compendium by July 2025 to guide teacher education institutions in unpacking and delivering the reframed ProfEd courses.

This event marked the completion of Phase 1 in the ongoing effort to reframe pre-service teacher education in the Philippines. RITQ will continue to provide technical support and facilitate collaboration among stakeholders as the project moves into Phase 2, which will focus on further strengthening teacher education programs through research-informed approaches.
