The latest issue of The Normal Lights (Volume 19, Issue No. 1), published by the Philippine Normal University (PNU) Publication Office, spotlights the Curriculum Quality Audit (CQA)—an innovative approach to curriculum review that supports teacher education reform in the Philippines.

A featured article by Dr. Joy Hardy, titled “Pre-service Teacher Education Curriculum Quality Audit Partnership: Responding to Educational Reform in the Philippines,” discusses the development and implementation of the CQA process.

The CQA enables teacher education institutions (TEIs) to align their programs with national teacher education standards, institutional priorities, and international best practices. More than a compliance tool, the CQA process fosters deep reflection and collaborative decision-making among curriculum developers and academic leaders. It incorporates tools and strategies such as inter-coder reliability training, curriculum audit matrices, differentiated coding schemas, and inclusion audits—all of which help assess the extent to which intended learning outcomes are clearly articulated, relevant, and aligned across courses and programs.

In her article, Dr. Hardy outlines the phases and processes involved in implementing CQA and highlights its potential to contribute meaningfully to education reform by supporting TEIs in developing more coherent, inclusive, and standards-aligned curricula.

Dr. Joy Hardy is an Associate Professor at the University of New England, Australia, and Deputy Director of the UNE SiMERR National Research Centre. With her support—and in collaboration with the SiMERR National Research Centre—RITQ has been introducing the CQA in the Philippines since 2017. It serves as a structured, outcomes-based method to help TEIs systematically review and improve their pre-service teacher education curricula.

The Normal Lights is a peer-reviewed, multidisciplinary research journal published by the PNU Publication Office. It serves as a platform for scholars, educators, and practitioners to share original research, innovative practices, and critical reflections that address key issues in education.
