RITQ hosts 3rd development writeshop on pre-service curriculum reframing

Members of the Commission on Higher Education – Technical Panels for Teacher Education (CHED-TPTE) map the reframed program outcomes and Professional Education courses to the Philippine Professional Standards for Teachers – Beginner Teacher Indicators.
RITQ organized the third development writeshop on reframing the pre-service teacher education curriculum on 21–23 May 2025 at Hotel Benilde Maison De La Salle in Malate, Manila.
This activity is part of the “Research Initiatives for Teacher Education” led by the Teacher Education Council (TEC) and the Philippine Normal University (PNU). The Commission on Higher Education – Technical Panel for Teacher Education (CHED-TPTE) once again convened to finalize the reframed program outcomes, professional education courses, and course descriptions—grounded in data gathered from prior stakeholder validation activities. These outputs were then mapped to the Philippine Qualifications Framework (PQF) and the Beginner Teacher Indicators of the Philippine Professional Standards for Teachers (PPST).
Dr. Edizon A. Fermin, Chairperson of CHED-TPTE, opened the conversation on the overall directions of the curriculum reframing. He raised critical questions on the viability of a three-year pre-service teacher education program, a streamlined set of professional education courses, and updated specialization areas.
TEC was actively represented by Dr. Jestoni P. Babia (Zonal Representative for Visayas), Dr. Runvi V. Manguerra (Executive Director II, TEC Secretariat), and Dr. Jessie Mazeen A. Santos (Senior Education Program Specialist, TEC Secretariat).

Mr. Mikkey Mari Tuazon, RITQ Project Officer, presents the stakeholders’ validation data on the reframed Professional Education courses.
The writeshop also benefited from the guidance of renowned experts in teacher education—Dr. Evelyn A. Cruzada, Dr. Rita B. Ruscoe, and Dr. Ester B. Ogena—who provided critical insights throughout the sessions.
From the CHED Office of Programs and Standards Development (OPSD), Ms. Ma. Kripper N. Valmonte and Ms. Pamela R. Llamedo, both Education Program Specialists, were present to support the activity.
The outputs of the writeshop were approved during the TEC 2nd Quarter Meeting held on 27 May 2025 at the CHED central office. With this endorsement, the development of syllabi guides will now commence, led by CHED-TPTE members and their invited writers from various teacher education institutions.

Dr. Jestoni P. Babia, TEC Zonal Representative for Visayas, shares his thoughts on Dr. Edizon A. Fermin’s presentation of overall directions of the reframing.
As the research arm of the curriculum reframing initiative, RITQ will continue to provide evidence-based inputs and facilitate the collaborative development process to ensure a responsive and coherent redesign of pre-service teacher education in the country (RITQ Communications).
