The Research Institute for Teacher Quality (RITQ) participated in the continued development of the draft Performance Management and Evaluation System (PMES) tools for school heads. The development writeshop was facilitated by the Department of Education’s Bureau of Human Resource and Organizational Development-Human Resource Development Division (DepEd BHROD-HRDD) on September 22-24, 2026, in Mandaue City, Cebu. This is part of DepEd’s broader initiative to establish a systematic performance management system for school heads, aligned with the Philippine Professional Standards for School Heads (PPSSH), a standards document finalized through research and development work by the Research Center for Teacher Quality (RCTQ), now RITQ.

With their prior involvement, Project Officer Mr. Mikkey Mari M. Tuazon and Research Analyst III Mr. Vincent Reuben E. Valientes continued to represent RITQ in the development activity. Both researchers collaborated with invited school heads and supervisors to draft the PMES-PPSSH tools for Career Stage 3 and Career Stage 4 school heads. The plenary deliberated primarily on classifying indicators as either functional or leadership competencies to serve as a baseline for drafting the tools, which included writing objectives, initially listing means of verification, and drafting performance indicators reflecting Quality, Effectiveness, and Timeliness.

This activity formed part of the continuing development and refinement of the PMES-PPSSH tools, building on the results, inputs, and recommendations gathered from the previous consultation and validation workshops with the National Technical Working Group (NTWG), field implementers, and other technical experts and stakeholders. By contributing its insights and expertise on the professional standards, RITQ continues to support the creation of a streamlined, effective, and evidence-based performance management system for school heads.
