The Research Institute for Teacher Quality (RITQ) recently participated in the two-part Development Workshop of the Draft Performance Management and Evaluation System – Philippine Professional Standards for School Heads (PMES-PPSSH) Tools. Facilitated by the Department of Education’s (DepEd) Bureau of Human Resource and Organizational Development – Human Resource Development Division, the workshops were held on June 16-18, 2026, in Quezon City and on July 13-16, 2026, in Tanza, Cavite.

This initiative is part of DepEd’s broader effort to establish a systematic and aligned performance management system for school heads, firmly anchored in the PPSSH. RITQ’s expertise, having led the development of the PPSSH from 2018 to 2020, proved instrumental in these workshop sessions.

Representing RITQ were Project Officer Mr. Mikkey Mari M. Tuazon and Research Analyst III Mr. Vincent Reuben E. Valientes. Throughout the workshops, they collaborated with invited school heads and supervisors to refine the PMES-PSSH tools. During the first leg in Quezon City, the team focused on identifying leadership and functional competencies to serve as a baseline for the tool and drafting initial objectives. In the second leg in Cavite, they worked on writing the draft rubric based on those objectives through collaborative discussions.

The workshops aimed to gather vital feedback from stakeholders, ensure the alignment of indicators and descriptors across career stages, and enhance the draft tools in preparation for finalization. By contributing its insights on teacher quality, RITQ continues to support the creation of a streamlined, effective, and evidence-based performance management system for school heads.
