RITQ’s expertise was tapped during the three-day consultation workshop to review the Department of Education (DepEd) Results-Based Performance Management System (RPMS) and teacher’s workload on 18–20 September 2024 in Baguio City.

DepEd’s Bureau of Human Resource and Organizational Development (DepEd-BHROD) led the activity, which aimed to evaluate and refine the RPMS, aligning it with recent DepEd policies and addressing the growing workload challenges faced by teachers.

The RITQ team, led by Senior Program Manager Dr. Allan S. Reyes and supported by research analysts Vincent Reuben R. Valientes and Ma. Salome B. Fulgencio, participated in the planning and workshop discussions.

Dr. Reyes presented RITQ’s proposed improvements for the RPMS, leading to important discussions among attendees.

Key discussions included the following:

  • Setting Minimum Indicators: DepEd’s central office may provide minimum indicators that all teachers should complete, allowing teachers flexibility to set additional goals based on their unique needs.
  • Career Progression Alignment: The revised RPMS framework is linked to career progression, establishing clear minimum performance standards that teachers must meet for promotion.
  • Institutionalizing Mentoring and Coaching: Emphasizing strong mentor-mentee relationships, Dr. Reyes suggested focusing on specific competencies through structured mentoring, with Teacher IV to Teacher VII potentially serving as mentors. He highlighted the need for capacity-building support from the National Educators Academy of the Philippines (NEAP) to equip these senior teachers for effective mentorship.
  • Master Teacher Shortage and Specialization: Dr. Reyes presented data showing a 1:12 ratio of master teachers to regular teachers, with the shortage exacerbated by gaps in specialization alignment (e.g., more Math master teachers relative to other subjects). This disparity could limit the effectiveness of mentoring efforts across diverse teaching disciplines.
  • Dedicated Mentoring Time for Master Teachers: Under the new Department Order No. 5, series 2024, master teachers’ workloads are currently focused on classroom teaching rather than mentoring. Dr. Reyes proposed adjusting this to allow dedicated mentoring time for master teachers.
  • Improving Qualification Standards: Dr. Reyes emphasized the importance of aligning hiring standards with teachers’ specializations to maintain a balanced teacher-to-mentor ratio, which is crucial for an effective mentorship model.

The RITQ team is joined by DepEd BHROD facilitators, and workshop participants.

RITQ underscored its commitment to refining the RPMS as a valuable tool for teacher development. RITQ was extensively involved in designing a robust framework for teacher assessments and conducting extensive training for school leaders and DepEd personnel to ensure effective implementation.

RITQ has been instrumental in the development and implementation of the RPMS since 2017, ensuring it aligns with the Philippine Professional Standards for Teachers (PPST) and supports consistent, meaningful teacher evaluations. RITQ helped design RPMS processes and tools, tailoring them to reflect specific career stages and competencies outlined in the PPST. The RITQ team has also provided training for DepEd personnel, school leaders, and teachers on effectively implementing the RPMS and using it as a tool for continuous improvement.

This consultation workshop was part of a broader effort to ensure the RPMS remains responsive to teachers’ professional development needs, while addressing workload challenges.
